Dawlish: Cost of extra waste bin to more than double, district council to charge for extra side waste

People in Teignbridge who pay to have more than one general waste bin will find the cost more than doubling next year.

The council's executive team plans to raise the charges as part of plans to increase recycling. The cost of extra non-recyclable waste bin collection will rise from £132 to £300 per bin per year – applicable to those who don't qualify for an extra free bin, either due to the number of people living at a property or for medical reasons.

Councillor Alistair Dewhirst (Lib Dem, Ipplepen) deputy leader and member for recycling, household waste and environmental health, told the executive meeting it was a "reasonable charge for a bin" and that only 69 households currently paid for an extra one.

A report to the executive added: "The current charge of £132 does not appear to be a sufficient deterrent for some to ensure they are recycling as much as possible rather than just renting an additional bin to dispose of their waste.

"It is difficult to estimate how many households would continue to rent a bin, but the significant increase in cost is likely to deter some and help to reduce waste and increase recycling."

In addition, Teignbridge is also set to mirror East Devon District Council by charging households for additional sacks for 'side waste' to put alongside their bin when it's full.

Households will have to pay £42 for ten brightly coloured sacks to be used for side waste collection. However, they can only request a collection of up to five bags of side waste once a year, a reduction in the current policy of three times a year.

Any other side waste, or side waste not pre-booked, will not be collected by crews, though restrictions are currently relaxed after Christmas to allow for collections delayed from bank holidays.

Cllr Dewhirst said: "It takes into account differences in families – they may have children visiting or something of that nature and produce a little more residual [general] waste. Effectively, what we're looking to do is increase the amount of recycling and reduce the amount of residual waste."

Last year the council said it received 1,378 requests for additional side waste collections, amounting to an estimated 28 tonnes of residual waste. Of these, approximately a third were repeat requests from the same household.

However, the report to the meeting added that Devon County Council already allows households to pre-book up to eight sacks of general black bag waste a year to be taken to Brunel Road in Newton Abbot, covering things like missed collections, holidays and excess waste.

Figures last month revealed the recycling rate in Teignbridge dipped slightly last year to 55.9 per cent, but it remains the second-best recycling authority in Devon behind East Devon.

Members unanimously approved the changes, which will apply from April and be reviewed annually.
