Barton Surgery in Dawlish is making changes to its appointment system from Monday 25 October.
The changes include advising patients to call as early as possible during its opening hours of 8.30am to 6pm.
A spokesperson said: "Our team of trained Health Navigators will direct you to the most appropriate clinician to help resolve your issue, which might not always be a GP.
"You will be offered an appropriate appointment which may range from the same or next day to two weeks.
"Calls between 5pm and 6pm will be assessed and unless medically urgent will be offered an appointment within the next few days as above."
